[MC-214074] Some entities don't produce particles while moving inside of powder snow

The Bug:

Some entities don't produce particles while moving inside of powder snow.

Affected Entities:

Here is a table of all of the entities in the game, that do or do not produce particles while they're inside of powder snow. I've also provided an additional row which states whether this is most likely intentional or not, as some of these entities have no motion.

Steps to Reproduce:

Summon a large area of powder snow by using the command provided below.

Summon any affected entity as listed above and make them move through the powder snow.
Take note as to whether or not some entities don't produce particles while moving inside of powder snow.

Observed Behavior:

Some entities don't produce particles while moving inside of powder snow.

Expected Behavior:

All appropriate entities would produce particles while moving inside of powder snow.
