Add-on server breaks

We're adding a  add-on on our own server but the server breaks can't join.My network is normal and not use VPN. It is not only this server,the other 5 servers in the game are all breaked can't join.But even I turn to 1.16.4 it could be all right. Please fix this network bug. Thanks a lot.
