Feeding horses triggers the "eat" event, while feeding other mobs triggers the "animal interact" event.
The title pretty much explains the issue. This can be tested by removing the "eat" event from the vibrations tag. Now, feeding a horse will not trigger a sculk sensor, but feeding any other animal will.
