Parity issue: Azalea and flowering azalea can be placed in water, but not waterlogged

The bug

Azalea and flowering azalea can be placed in water, but not waterlogged. May be a deliberate choice, but other nonaquatic plants get washed away for the most part, so this one remaining without becoming waterlogged is odd.
