Cannot create a new or access my old Mojang Account

I am trying to set up Minecraft on my notebook computer. However, I cannot set a new account. The Register for a new account button has been removed from the main page.

I have a MS Account and I was able to log on and see my profile.  However, when I use the launcher, it wants a Mojang account log.

Please Advise
