All untamable mobs despawn no matter what I do

I found an issue while playing, all mobs that are not tamable (including friendly and hostile mobs) by the player always despawn. I have tried giving them name tags, potion effects, armour and combining them, all of them still despawned within seconds of me getting out of 1 chunk distance.
