trade refresh time in cleric villager

What I expected to happen was...:
when you trade a lot with a villager the trade will stop for a few minutes.

What actually happened was...:
often the rotten flesh trade with the clreric villager do never refresh.

Steps to Reproduce:
1. spawn a cleric villager by using the brewing stand and 1 bed
2. trade with the rotten flesh till the trade stops.
3. some times the trade will never refresh and you won't trade with the villager longer
