Enchanted headware such as Heads and Pumpkins do not look enchanted on player

Unlike armor, heads and pumpkins do not shimmer on players model when enchanted. Instead it only shimmers in the players inventory.

You can see in the picture that an enchanted wither skull is on the players head, while the enchantment doesn't show on the players model.

For servers this is a problem because if they want to add special enchants to the skull, other players do not know it is enchanted.
