Dispensers will not scoop up water when facing downward

When a group/single of dispensers are facing downwards, dispensed water/lava sometimes does not return to the bucket in the dispenser (when activated). It repeats with the same dispensers, even if the problematic dispensers are mined and placed again (creative/survival)
