spawn chunk light not updating?

I started a minecraft hardcore world on 1.16.5 and in my spawn chunks hostile mobs spawn, no endermen have spawned so far even during the day. Once these mobs leave the chunks they burn. Spiders are agro even during the day and everything spawns very very fast. I am playing in the original Minecraft launcher in this clip but it has no mods.
