Villager spins in circle when standing on carpet above water

When I was creating an automatic potato farm, I placed carpets on top of the water to prevent the villager from walking into the water. But, when I did that, the villager would get stuck on the carpet, spinning around in a circle, sometimes the villager is able to leave, but mostly, it just spins in a circle on the carpet. Sometimes, it escapes the carpet, but it will get back to the carpet, and keep on spinning. There was no option for 1.16.4, So I put 1.16.5.
