Sculk sensors are not activated upon walking inside of scaffolding that has air below it

The Bug:

Sculk sensors are not activated upon walking inside of scaffolding that has air below it.

Steps to Reproduce:

1. Build the setup as shown in the attachment below. setup.png
2. Walk inside of the scaffolding that has the magenta concrete one block below it.
3. Take note as to whether or not sculk sensors are activated upon walking inside of scaffolding that has air below it.

Observed Behavior:

Sculk sensors aren't activated.

Expected Behavior:

Sculk sensors would be activated.
