keepInventory does not work in the Nether or the End

Issue seems to be on multiplayer servers only.

How to replicate: 

1. Join a multiplayer server (I use minehut) 
2. Have keepInventory gamerule active
3. Go to the Nether or the End with items
4. Die
5. You lose all of your items
