Enchantment Table with No First Level Enchantment

When trying to enchant a fishing rod, the first enchantment option is not available while the second and third are. When I hover over the first enchantment, nothing appears, even when I have the needed xp and lapis. Previews for the second and third level enchantments do appear. When I click on the first level enchantment option, nothing happens at all. Exiting the Realm and returning did not fix the issue.
