When I load up a superflat world in the latest snapshot where there is only one layer of sculk sensors, they don't activate.

When I load up a superflat world in the latest snapshot where there is only one layer of sculk sensors, they don't activate.

What I expected to happen was I would load up a flat world with only sculk sensors and they would activate normally.

What actually happened was the sculk sensors didn't activate then I threw my snowball, I tried to update them by placing a block, and I reloaded the world, but that didn't work.

Steps to Reproduce:
1. Create a superflat world with only one layer of sculk sensors.
2. Try to activate them
