Custom Block Models utilizing blockstates do not apply

Custom Block models do not render (render as missing texture) in newest snapshot. 

 

Replication: 
1. Load up 21w03a
2. Apply a resource pack using custom block models (make sure the models are applied via blockstates)
3. Behold the holy purple/black missing texture blocks!
