carts won't drive over warped planks

I built a railway using activator rails on warped planks and redstone blocks. I already built similar ones with other planks. I expected the cart to just drive over the rails normally.

Instead the carts just starts shaking as soon as I set it down and I can't climb in. It works just fine with regular rails, just not the activator ones, even though the F3 overlay says they're all powered.

 

Steps to Reproduce:
1. set a chain: first one redstone block, then 3 warped planks, then another redstone and so on
2. set the activator rails on them
3. set a cart on top
