Let me give you an example.

1. Create a creative mode world;
2. Bring any food;
3. Try rowing then eat;
4. You cant'eat;
5. Try eating then row;
6. You can eat.

   Obviously, it's a BUG.

This bug has many similar problems: bows(reload and shot), crossbows(reload), shields(using), potions(be similar to foods).
