Particle packs not showing

So, I'm using my 1.8.9 version of Minecraft to play server, but since one day, my game cannot show practical like water, lava, or firework. This is very annoying to me because I have some obstacles while playing. I turned on my practical pack and it still not work, I even download my Minecraft again, please help.
