Arrow pickup bug

You cannot pick up arrows summoned by /summon

Steps to Reproduce

1. run this command - /summon arrow
X -> The arrow is stuck to the ground with no way of getting it off (even in creative mode) except /kill @e[Type=arrow] or voiding it
