Skeleton horses don't climb up blocks properly underwater

When riding a skeleton horse against a block underwater, the skeleton horse doesn't climb up the block unless it's completely on the ground. Although this is intended for land so that fall damage can't be negated, it could be a bug underwater because it slows you down unnecessarily.

To reproduce, summon a skeleton horse using the following command:

/summon minecraft:skeleton_horse ~ ~ ~ {Tame:1b,SaddleItem:{id:"minecraft:saddle",Count:1b}}
