Error Code 2318 when attempting to uninstall or install minecraft

Whenever I attempt to uninstall the game, this error pops up.

From searching around I know it is a launcher problem, but I have no idea what I can do to fix it.
I do not have a Run as Administrator option to run the launcher for an attempt to reinstall or to fix the uninstall launcher.
