The hat layer of a player's skin still renders on the social interactions screen when it's disabled

The second layer of the player's skin renders on the social interactions UI without the hat equipped.

Steps to Reproduce:

1. Join a multiplayer/LAN server
2. Turn off the Hat layer in skin customization
3. Open the social interactions screen

Expected Result:

The hat layer would not render on the social interactions screen similar to the Tab player list.

Observed Behavior:

The second layer is still shown, despite being disabled.
