Anvil Brakes after Falling on Wheat

Usually when you remove the block under an anvil, the anvil will fall. Sometimes, depending on the block under it, it will brake it.

However, if it is wheat, the anvil will brake, as if you drop it. You can pick it up again, and the wheat remains the same as before.
