Fishing rod "string" part not showing when as item

Either this is a resource pack problem or a game problem, its a problem. Fishing rod item texture is normal until i go to its slot in hotbar then the rod part disappears and and it is the texture of the rod out as the item only no visible rod. Then when i throw the rod it appears but when pull it back in, the rod texture on the stick is still not visible.
