Dark Fog/Sky on Dimensions + They're not showing up in "/execute in"

Datapack took from: MC-186079

In "minecraft:overworld", the sky gets darker below ~60 blocks, and custom dimensions won't show up in "/execute in" if we remove the datapacks, despite being present in the "dimensions" folder.
