Axolotls start drowning when summoned with the /summon command

When an Axolotl is created with the /summon command, it will start drowning immediately unlike Axolotls created with a spawn egg. The Axolotl can be returned to normal by wetting, after which it will not drown immediately like a normal Axolotl.
