You can freeze while on fire.

Being in both fire and powder snow at the same time will cause the player to start freezing while still taking fire damage.

In addition, the "fire extinguished" sound effect will play every tick which can become quite loud (although this is common to all dousing systems such as standing in fire while raining, standing in both lava and water, etc.)
