The Axolotl will start suffocating immediately when summoned using a command

The Axolotl will start suffocating immediately when summoned using a command. This is not present when using the spawn egg or bucket.

What I expected to happen was...:

The Axolotl will act the same as the Axolotls spawned with the egg and wont suffocate for a while.

What actually happened was...:

The Axolotl Immediately started to suffocate and take damage

Steps to Reproduce:

1. Create a world with cheats on
2. Type "/summon minecraft:axolotl" in the chat
3. Press enter
