Axolotls don't give regeneration or remove mining fatigue

When a player kills a mob in the #axolotl_tempted_hostiles tag that is attacking an axolotl or being attacked by an axolotl, the axolotl doesn't give the player Regeneration or remove Mining Fatigue.

This was listed on the changelog, but it was false.

EDIT BY REPORTER: Someone attached a data pack, use it to partially fix the bug.
