Right-clicking outside inventory in creative mode while in Survival Inventory tab drops entire stack

In the survival inventory tab, right-clicking outside the window drops the entire stack but when any other creative tab is selected, just 1 item is dropped as normal.

What I expected to happen was...:
Right-clicking outside inventory in creative mode while in Survival Inventory tab drops 1 single item of the stack on the cursor

What actually happened was...:
Right-clicking outside inventory in creative mode while in Survival Inventory tab drops entire stack

Steps to Reproduce:
1. Open inventory in creative mode
2. Get a stack of items
3. Click on the bottom-right survival inventory tab
4. Pick up an item stack with the cursor
5. Right-click outside of window
