End portal is activated when placing an eye in a corner frame

The bug

End portals can be activated again if you place eye at corner frames. The portal blocks are restored (if previously broken), and the portal spawn sound (minecraft:block.end_portal.spawn) even though the portal is already created.

How to reproduce

1. Make an end portal
2. Add an extra end portal frame in the corner of the end portal
3. Break a few portal block
4. Attach an eye of ender in the extra frame
   → You will heard the sound of end portal opening and the broken blocks of the portal will restored
