Sheep Not Eating Grass before Wool Regen

Sheep do not turn grass to dirt when eating grass to regen wool (sheep with wool in attached picture have not turned grass into wool, though it happened immediately before the snapshot). Breaks wool farm, but also happens with sheep in a regular fenced pen.
