Tall Grass generates far too often

There is simply too much tall grass in the Java version of the game.

It is literally everywhere and it is the most useless and annoying block in the game.

It generates far too often, and only serves to decorate terrain, however, if it were reduced to somewhat of a tasteful amount, this would be a minimal change that would improve a lot of people's games.

Mojang please fix this!
