Candles don’t get broken when breaking the block underneath

The bug

I know, that candles not needing support was intended per MC-203572, but in 20w48a, they can now only be placed if there is a block below, however they don’t get broken when breaking the block underneath, even though you can’t directly place them floating. This is inconsistent.
