Soul Speed Enchanted boots will not upgrade in anvil

When attempting to combine two soul speed II boots from piglin trading the anvil shows you will get soul speed III as you should.  However when you take the boots they remain soul speed II. 

They don't appear to upgrade at all even though your levels are taken as if the upgrade was successful. 

I did not test going from soul speed I to II.
