Can't customize character, or use my purchased skins!

I can't customize my character, or use any skins. I purchased a set of skins thinking maybe just the legacy skin pack wasn't working but after spending a few bucks still no luck. I can't use the items I bought! Worthless, I'm prett bummed honestly.
