Shulkers can get the Levitation effect, despite being immune to what it does

In the provided screenshot, a shulker can be seen with levitation effect particles. However, shulkers are not capable of actually levitating when they have this effect, leading to the conclusion that them being able to get the effect in the first place is a bug.
