1 extra potion effect bug when using /effect

I was playing in 1.16.4 and I gave myself an effect with /effect, it was;

/effect give @p minecraft:resistance 10000 10 true

So I gave myself resistance 10 and regen 50 but I got 11 and 51. I don't know if it's a visual glitch but it might be important for some cases.
