Cauldron does not fill with snow when snowing in Mountains, instead fills with water.

When I place cauldrons in a biome where it is not necessarily a snowy biome but can snow (in this case, the mountain biome) it does not fill with snow layers to make powder snow available. Instead, they are filling with water as if it were raining.
