Candle lights in 1x1 water only

Candles light underwater, but only in a 1x1 (width length) space of water.

 

How to reproduce:

1. Dig a hole two blocks down (1x1)
2. Fill both blocks with water (do not have to be source blocks)
3. Place any number of candles inside
4. Light the candles
