Creating a map from an empty map no longer plays a sound

The bug

In 20w45a and older versions, it used to play a sound, when you created a map from an empty map, however in 20w46a, this is no longer the case. I assume, this was caused by the fix of MC-162910 or MC-143821.

How to reproduce:

1. Get an empty map
2. Right click it
   It doesn’t play a sound anymore.
