Players do not freeze inside powder snow cauldrons

The bug

Standing inside of a powder snow cauldron does not freeze the player.

How to reproduce

1. Place down a cauldron
2. Fill it with powder snow and stand inside of it
3. Wait a while, and notice that you do not freeze
