Ominous Banner NBT problems

The ominous banner has some issues with its NBT changing causing it to not always stack with itself

What I expected to happen was...:
Ominous banners should stack with themselves

What actually happened was...:
If you have a stack of ominous banners, place one, and pick it back up, that ominous banner will no longer stack with itself

Steps to Reproduce:
1. Have several ominous banners from pillagers, either the capitans or other raid participants
2. Place one of the banners, and break it
3. The nbt data will change where now it shows the recipe, which makes it unstackable with other ominous banners
