Minecraft Silk touch bug

If I break a minecraft:grass_path block with a silktoch shovel the minecraft:grass_path don't drop a dirt block dropps I'm wondering why you can get this block in creative inventory but not in survival Is this a bug I'm not sure sorry for bothered you
