water replaces with air when filling buckets with water at a river/can't place water buckets

I like to make concrete bridges with (powered) rails, Redstone torches (if powered rails) and a minecart that lead to sandstone wells, but the waters are changing to airs and I can't evenly place water buckets at areas near water. I need sand, gravel, and dye(s) to make concrete.
