Lightning rods don't strongly power the blocks they are attached onto

When hit with lightning, lightning rods will not strongly power the block it's attached to and will not power any redstone dust that is next to the block.  This is highly inconsistent with every other redstone device, such as buttons, levers, repeaters, pressure plates, observers, etc.
