skeleton arrows blocked by shields pass through skeleton

I was in a cave in my first 1.17 snapshot world. I found a skeleton. None of the arrows I blocked with my shield hit the skeleton, they just passed through it. I remember that in previous versions, the arrow that was deflected with a shield would hit the skeleton if aimed correctly, but now, that does not work.
