Lack of trees in the nether.

When I stepped into the nether I expected to see the warped forest, but instead I found what could be best described as warped plains, as I found no trees in the cyan encrusted area.

TL:DR trees would not generate in the nether

Steps to Reproduce:

1. simply go to the nether and locate a forest biome
2. observe the lack of trees
3. ?
