Anvils can rename past 35 characters

Take a block with a long name, such as Waxed Lightly Weathered Cut Copper Stairs. When put in an anvil, I expected to only be able to delete characters; instead, I could replace characters and even get one character more, to 42 letters. Even if it has been changed to allow up to the original length, I doubt it should go to one more
